Development – 3020 Douglas

About this project

Cool Aid, working with TL Housing Solutions, has submitted a rezoning application to the City of Victoria in late November 2018 for Crosstown, a new mixed-use development at 3020 Douglas that will include 153 units of affordable rental housing and over 30,000 square feet of commercial space.

The project combines affordable rental units for working families, seniors and singles with a mix of incomes – a range of rental housing supply our city desperately needs – with other uses, including daycare services, office space, and retail space (including a café).

The development is close to shopping, transit and other services, and is just a couple of kilometres from the downtown core, making it an ideal location for singles and families. Crosstown is an ideal reflection of Cool Aid’s mandate – to create and provide inclusive and welcoming spaces with community at the heart of everything we do.

The project will include a six-storey building that includes 32,000 square feet of ground floor commercial space, a second floor daycare, office, and 153 affordable rental apartments – including 52 supportive housing units. Cool Aid’s proposal also includes two levels of underground parking.

Community Consultations Held to Date

Cool Aid understands the Burnside Gorge neighbourhood’s concerns about the pace of development and housing mix in the area. With that in mind, we’ve made a concerted and ongoing effort to engage with the surrounding neighbours and Victoria City staff during the concept plan design process. This included several community, staff and Burnside Gorge Residents’ Association meetings in 2018 alone.

This community engagement process played a major role in the project’s overall design. Cool Aid’s key design principles for the development are rooted in they feedback they took from these meetings, and included:

  • A community gathering space
  • A safe place for neighbours and residents
  • Pedestrian access through the site and a public plaza
  • Successful and robust commercial space, particularly fronting Burnside Road

Crosstown meets the policy objectives of the City’s Official Community Plan and the recently adopted Burnside Gorge Neighbourhood Plan.
